To make the general public and concerned stakeholders aware of the office timing in Government Offices, Department of Personnel & Training has posted this information on the Home page of its website www.persmin.nic.in. The matter regarding posting/ uploading of “Working Hours” etc. on the Websites of Indian Government has been considered in this Department in order to provide information to the citizens staying/residing abroad who seek Indian Government Websites.

2. All Ministries/Departments are advised to post/upload “Working Hours”, Holidays List and Public dealing hours, if any, on the Home Page of their Web-sites. Offices under these Ministries/ Departments who are having their own website may also be advised accordingly.

Subject: Applicability of Old Pension Scheme to Substitutes who attained temporary status prior to 01.01.2004 but regularized after 01.01.2004 - clarification regarding. 

The issue of coverage of substitutes who had attained temporary status prior to 01.01.2004 but regularized after 01.01.2004 under Old Pension Scheme, has been raised by both the recognized Federations (A1RF & NFIR) under PNM.AIRF item No.05/2012 and PNM/NFIR item No.15/2011 respectively. The issue has also been raised under DC/JCM (Railways) item No.20/2012. 


2. The issue has been examined by Board and it has now been decided that substitutes who got temporary status prior to 01.01.2004 but regularized/absorbed after 01.01.2004 and after regularization, if the date of appointment is prior to 01.01.2004, in terms of provision of Board's letter No.E(NG)ll/90/SB/Master Circular dated 29.01.1991(M.C. No.20/91) and para 6 of letter No.E(NG)11/2008/SB/SR115 dated 17.09.2010, then they may be covered under Old Pension Scheme. 

3. Further, the employee and employer contribution of the NPS corpus of the Substitutes, mentioned in para 2 above, who so far have been covered under the National Pension System (NPS) may be adjusted in terms of the instructions contained in Board's letter No.2010/AC-11/21/18 dated 31.03.2014(RBA No.5/2014)

MACP on Promotional Hierarcy: Meeting of the Steering Committee

GRANT OF MACP ON PROMOTIONAL HIERARCHY-EXTENDED MEETING OF THE STEERING COMMITTEE

Dear friends, Steering Committee of MACP on Promotional Hierarchy has decided to conduct an extended meeting of the committee on 15th November 2014 at New Delhi. It has decided to invite all Associations that have been fighting for implementation of MACP on promotional hierarchy to participate in the meeting for which invitations have been sent tothe Associations whose Telephone No/e-mail id available with us. And yet, we feel majority of the Associations that face MACP problems could not be invited due to non availability of proper telephone number/e-mail id.

A letter inviting all Officers/Staff Associations who have not received invitation as yet is given below. It is requested to please participate in the aforesaid meeting on 15/11/14, treating this as an invitation for the same or please send telephone number/e-mail id to this Association so that we may be able to send them a formal invitation to attend the said meeting. All Associations/readers are requested to co-operate.

Sub: Conduct of extended meeting of MACP steering committee on 22/11/2014 in New Delhi -Regarding.

Dear Sir/colleague,
You might be aware of the formation of the MACP Steering Committee to decide the course of action to be taken to defend the SLP filed by the DoPT against the MACP cases of MV Mohanan Nair of CAT Ernakulam, Babu Ram, Reeta Devi and Dirender Singh of CAT Chandigarh.The said committee was formed on 25/09/2014 in a meeting of the Organizations/individuals who won the case of MACP on promotional hierarchy in Principle CAT/High courts. Thereafter, two meetings of the steering committee were held but no meaningful decision on the appointment of Lawyers, collection of funds for the purpose etc.could be taken. Thus an extended meeting of the steering committee will be held on 15th November 2014 02.00 PM at Union Office, All India CPWD Engineers Association, Room No. B-003, Indra Prasta Bhawan, ITO, New Delhi. The Steering Committee has decided to invite all Associations that have been fighting for implementation of MACP on promotional hierarchy to participate in the meeting.

Due to time constraint we could not invite your Association to attend the meeting held on 25/09/2014. As we understand that members of your Association are also affected with next higher grade pay in place of promotional hierarchy on grant of MACP, this fight for justice is to be fought together and therefore we formally invite you to join our joint initiative to seek justice in MACP cases through legal means and also to attend the extended meeting on 15th November at New Delhi.

According to information received by us, the next date of hearing of the aforesaid SLPs will be on 16th December 2014. Thus the meeting convened on 15th November has utmost importance. A final decision for the engagement of Lawyers for the respondents, mode of collection of contribution etc would be taken in this meeting. Your presence in the meeting will strengthen the united efforts to regain the financial upgradation on promotional hierarchy through legal means and to defeat discriminatory policies of Government against Central Government Employees. Every delay from our side will affect detrimentally to the entirety of the Central Government Employees.

You are, therefore, requested to participate in the meeting on 15th November at New Delhi.

Postal dept reaps benefit from teaching vacancies

Postal department is reaping benefits from the new job vacancies for youths by the state and central governments. A glaring example is purchase of Indian postal orders (IPO) worth Rs 1.25 crore by applicants in ongoing recruitment drive for LT grade posts in the month of October.

This amount of sale of postal orders is said be unprecedented by the departmental officials. "Before the declaration of the exams, the sale was meagre but after declaration of LT grade recruitments by UP government, 5 to 10 lakh worth of postal orders are being sold on daily basis. In Sangam city, IPOs worth more than 1.25 crore have been sold", said Krishna Kumar Yadav, director postal services, Allahabad region. The department charges Rs 10 as commission on Postal Order of Rs 100. More than 3 lakh speed post and registered letters have been booked in the month of October. In view of the huge number of applicants, additional counters have been opened in Allahabad head post office and Allahabad Kutchery Head post Office by extending working hours. It may be mentioned here that UP Secondary Education Council has declared recruitment for 6,645 BEd LT grade assistant teachers in government intermediate college.

INDIAN POSTAL BANKING HAS LOTS OF SCOPE DUE TO CONNECTIVITY, SAYS COMMUNICATIONS MINISTER.

Even with widespread retail banking in place, India’s postal banking service has a large scope due to its connectivity, stressed Communications and IT Minister, Ravi Shankar Prasad on Wednesday (October 29).

Prasad was inaugurating the Postal Savings Banks Forum in New Delhi, which was organised by World Savings and Retail Banking Institute (WSBI) jointly with the National Savings Organisation (Ministry of Finance) and the Department of Posts.

The theme of the forum was “The Rising Force of Postal Banking in the Retail Banking Market”.

According to a statement by the Press Information Bureau of India, post offices hold 1.6 billion savings and deposit accounts globally, which is second to commercial banks that hold about 2.5 billion accounts.

Prasad said that postal banking transcended the rich and poor barrier, the biggest asset being the network of post offices throughout the country.

“The asset, ladies and gentlemen, to my understanding is connectivity. In India, as the Secretary Posts rightly pointed out, we have huge institutions spread all across different parts of India,” he said.

India has more than 150, 000 post offices, more than the 100,000 commercial banks, the statement read. Savings accounts in post offices in the country numbered to 310 million more than that of any commercial bank.

Prasad stressed on postal financial inclusion, saying that government services like India Post had not only given employment to many Indians but were giving impetus to e-commerce which was further giving employment and financial inclusion to the poor. Big e-commerce giants like Amazon employ India Post to deliver their goods to various parts of the country.

With a population exceeding 1.1 billion, a burgeoning middle class and better Internet access, India’s e-commerce potential is huge. Online retail sales are expected to surge to $76 billion by 2021, according to consultants Forrester, and the segment is growing at a much slower pace than other emerging markets, including China.

Prasad further said that the Indian Prime Minister had constituted a task force to deliberate on ideas and innovations for the Indian Postal Services.

“Yes, postal banking is a very exciting idea. I have always been supportive of it. Therefore, the Prime Minister himself has started a big task force headed by eminent officers in which Secretary Posts is also there, to come up with a very structured report outlining the new challenges, the new opportunities and the new way ahead for the Postal Services in India,”said Prasad.

Earlier this year, Modi promised to end “financial untouchability” with the Jan Dhan Yojana or Scheme for the People’s Wealth. The scheme would ensure the majority of households in India, of nearly 1.3 billion people, have a bank account within months.

The government said nearly 15 million people opened accounts at centres around the country on the first day of the programme.


The goal is to open 75 million accounts by January next year.

Subject: Inclusion of Aadhaar (Unique Identification) number in Service Book of Government servants —



The undersigned is directed to invite attention to the provisions of the Supplementary Rules which relate to maintaining records of service of a Government employee. As per provisions of SR 199 every step in a Government servants’ official life must be recorded in his Service Book and each entry attested by the Head Of Office. As per SR 202, Heads of Offices are to obtain the signatures of the Government servants in token of their having inspected their Service Books annually. Further Rule32 of the CCS (Pension) Rules 1972 provides for issuing a communication on completion of 18 years of service, as part of preparatory work for sanctioning pensionary benefits. The Service Books at present contains details of bio data, posting details, qualifying service, security details, HBA, CGHS, CGEGIS, LTC, etc.

2. It has been decided to include the respective Aadhaar numbers also of all Government servants in their Service Books. The e-Service Book format already provides fields for Aadhaar number of the Government servant.

3. All Ministries/Departments of the Government of India are requested to ensure that the Service Books of all employees have an entry of the employees’ Aadhaar number. The attached and subordinate offices under their control may also be suitably instructed for compliance,

Expected DA-DR from Jan, 2015: Probability to be 113% with 6% increase

Expected DA/DR is now entered in 3rd step.  All India Consumer Price Index Number (AICPIN) for Industrial Worker is remained stationery at 253 (two hundred and fifty three) showing equal to last months' calculation i.e. 6%. In July, 2014 - 6, August,2014 - 1 and no increase in Index showing no unexpected change in future DA as speculated after August, 2014 AICPIN.  Total 6 points increase in next three months Index is showing 7% increase in future DA/DR and the other hand 3 points' total decline is showing 5% increase in future DA/DR in between both of expected numbers future DA/DR will be 6%.  Therefore most probability is showing 6% increase. A Curtain Raiser on Postal Savings Banks Forum

The Minister for Communications & IT and Law and Justice World Shri Ravi Shankar Prasad will inaugurate the Postal Savings Banks Forum in New Delhi tomorrow This year’s forum is being organised by World Savings and Retail Banking Institute (WSBI) jointly with the National Savings Organisation (Ministry of Finance) and the Department of Posts.

The theme of this year’s Postal Savings Banks Forum will be "The rising force of postal banking in the retail banking market".


The role of postal operators in the world of retail banking is often overlooked. Post Offices worldwide hold 1.6 billion savings and deposit accounts. This is second only to commercial banks, which hold about 2.5 billion accounts. Thus, post offices are critical to the pursuit of financial inclusion, which is recognised today as a vital pre-requisite to socio-economic development.

The Universal Postal Union estimates that several hundred million people, often without an account, use the Post to make and receive basic payment transactions such as domestic and international transfers, government payments and utility payments. Postal operators, in all their activities, have always relied on a business model based on large volumes and low costs. Combined with the universal service obligation through which the State gives the mandate to the Post to serve the entire population, these specific features make the Post a worthwhile ally in the fight against financial exclusion.

Financial inclusion brought about through the postal network is called postal financial inclusion. India has about 1.55 lakh post offices, which is more than the combined branch strength of commercial banks (about 1 lakh). The number of savings accounts held in post offices in India is about 31 crore, which is more than that of any commercial bank in the country. The postal network possesses excellent cash management abilities and is trusted for its governance practices. Thus India seems to have the right mix of ingredients to deliver concrete results in postal financial inclusion. Hence the WSBI Postal Savings Bank Forum is of considerable interest to the Banking Sector in India
